Very interesting. I always view sustainability challenges as project management challenge. The cost and time,I feel they need attention. Firstly, it huge to invest in a technology while also unpredictable on how long it would stay relevant for it's purpose and return on investment.

To answer your question, there was an interesting modelling study that had a similar question: if we model a large scale application of Ocean Cleanup type devices, how will this affect ocean plastics in the long run? The study then modelled the hypothetical deployment of 200 Ocean Cleanup style devices as well as the hypothetical situation where all rivers had river booms installed preventing leakage of plastic from rivers into oceans.
Even with the model running to 2150 and with both strategies implemented (ocean cleanup devices + river booms), the analysis suggests a large amount of marine plastics and microplastics would be left in the ocean (and not even close to the mentioned 90% of floating plastic). The reasons for this are varied: 1) the continued production of plastic on land, 2) it becomes more difficult to remove plastic collection increases: the plastic is more spread out or requires more effort for removal and 3) the degradation of plastic into microplastics, which currently cannot be removed by the ocean cleanup type devices.

Though this study was based on a lot of assumptions, as all models do, I think it shows that focusing purely on one solution and on ocean based collection will not get us to where we want to be.
